Nominated by Jimmy Carter on November 13, 1980, to a new seat created by 92 Stat. 1629 ; Confirmed by the Senate on December 9, 1980, and received commission on December 10, 1980. Served as chief judge, 1990-1994. Service terminated on August 2, 1994, due to appointment to another judicial position.
